The item is a large vintage open silver plated sugar bowl or sauce bowl designed with a flared rim and attached to a tray / under plate with a graduated and beautifully scalloped rim.
The bowl is not marked or stamped.
The bowl requires polishing and has feint surface scratches due to use all over, aside from which the bowl is in good usable condition.
